Focused Remedial Investigation of Operable Units OU1 (Front Street site) and OU3 (old city dump)

The New Haven Riverfront Site was placed on the National Priorities List (NPL) or Superfund on December 1, 2000. Since first proposed to the NPL, the extent of known tetrachloroethene (PCE) contamination in ground water has increased beyond the initial site in downtown New Haven. Concentrations of PCE have now been detected in the bedrock aquifer at a depth in excess of 400 feet along Orchard Street about 800 feet south of city well W2 and in shallow (less than 100 feet deep) bedrock monitoring wells in the south part of the city along Industrial Drive (PCE in bedrock near city well W2).

In an effort to expedite the investigation and remediation of PCE contamination, the USEPA moved forward with a Focused Remedial Investigation and Feasibility Study of OU1 (Front Street site) and OU3 (the old city dump). Intense field investigation activities took place at these operable units during 2001 and 2002. In April 2003, the USEPA will present the results of the Front Street site (OU1) and the old city dump (OU3) Remedial Investigation (RI) and Feasibility Study (FS) at a public meeting in New Haven. These investigations included a Remedial Investigation (RI) done by the U.S. Geological  Survey, a Human-Health Risk Assessment done by the Missouri Department of Health and Senior Services, and an Ecological Risk Assessment and an Engineering Feasibility Study (FS) done by Black and Veatch Special Projects Corporation. The following is a chart showing the major efforts of the Focused Remedial Investigation of the Front Street site (OU1) and the old city dump (OU3). Each box represents a separate document. Each box is linked to a page describing that aspects of the investigation. Listed at the bottom right of each box is the primary entity responsible for conducting the study and preparing the document. USGS is the U.S. Geological Survey, BVSP is Black and Veatch Special Projects Corporation, and MDHSS is the Missouri Department of Health and Senior Services. A text version of the chart with links is also given below.

On July 29, 2003, the USEPA presented the proposed plans for Operable Units OU1 (Front Street Site) and OU3 (Old City Dump). The proposed plans for both of these operable units include institutional controls and long-term monitoring with no active remediation at either site.
