The U.S. EPA and the Missouri Department of Natural Resources (MDNR) have determined that PCE was used as a cleaning solvent for metal cutting and metal tubing fabrication processes and disposed on the ground north of the building and into the sanitary sewer system. The former building owner conducted a cleanup of PCE contaminated soils on the gravel lot north of the building in the 1990s. The current ground-water monitoring network consists of four monitoring wells between 52 feet deep (BW-21A) and 450 feet deep (BW-21). A dense non-aqueous phase liquid (DNAPL) has been detected in the shallow bedrock (16 to 20 feet deep) beneath the gravel lot (DNAPL in well BW-20). A plume of PCE contaminated ground water extends more than 4,000 feet south of the site. Concentrations of PCE above the maximum contaminant level of 5 micrograms per liter have been detected in several domestic wells within this plume. The detection of PCE in domestic wells south of the site resulted in the Missouri Department of Natural Resources issuing a water well drilling advisory for the area. PCE contamination has also been detected in a creek about 1,500 feet southwest of the site. New Haven city well W3 is located less than 1,000 north of the site. Continued sampling has not detected any contamination in this city well. Additional monitoring wells between OU-2 and city well W2 are proposed.
On March 16, 2004, the U.S. Environmental Agency (EPA) and Kellwood Company (Kellwood) entered into an Administrative Order on Consent (AOC) which provides for the performance of a Remedial Investigation/Feasibility Study (RI/FS) at OU2. This OU involves tetrachloroethylene (PCE) contamination in the southern New Haven area where Kellwood formerly operated an aluminum fabricating facility. Waste PCE was allegedly dumped on the ground and into the sanitary sewers at this facility. An area of soil contamination in this area was addressed by the Missouri Department of Natural Resources in 1994, however, following the conclusion of this soil response action, PCE was detected by EPA in the aquifer underlying the site at levels to 1,400,000 ug/l. The city of New Haven operates a municipal drinking water well located approximately 600 feet from this area of contamination. In addition, PCE contamination has been found at levels above the maximum contaminant levels in some residential drinking water wells to the south of the site. PCE has also been found in a creek to the south of the site and in the sanitary sewers emanating from the site which extend throughout the town. Pursuant to this AOC, Kellwood will be investigating all of these areas, and following the completion of the RI will present to EPA for approval an FS which details options for responding to this release of hazardous substances into the environment.
